Richard W. Patrick, (Rick) M.S., EFO, CFO, EMT-P, FF, (Deputy Chief ret.), serves as Director, National Fire Programs at the U.S. Fire Administration (DHS/FEMA). Chief Patrick has been actively involved in volunteer and career emergency medical, fire-rescue services for forty years, and is a nationally recognized leader in public safety, homeland security and health security. The IAFC EMS Section bestowed a “Meritorious Service Award” to Chief Patrick for the betterment of the EMS industry. He is a Life Member of the Union Hose Company - Annville (PA) Fire Department. Chief Patrick is a graduate of the Naval Post Graduate School's Center for Homeland Defense & Security - Executive Leaders Program, and the National Preparedness Leadership Initiative, Harvard Kennedy School of Government. Mr. Patrick has served as a lead member of the FICEMS and led the initiative to create the Model Compact for Interstate Portability of EMS Licenses (aka REPLICA). Chief Patrick maintains a close working relationship with stakeholders, policy experts, and national first responder and first receiver organizations.
